Just do ten tasks for a faction (including random stalkers, press J while in a camp and click refresh to see all available tasks in the camp) and you'll get a gold stash, which is how you get tool kits. Ammo, tools, medical, etc.

Further north means higher level tools. But you can only get one if you have the previous, from what I've been told. Game will turn it into the lowest you don't have.

Spare medical kit can be turned in to camp medic tasks for quite a lot, ammo kits to leaders or special merchants like the one in duty, or skinflint I think, who will ask for them (only once though I believe)
