Oh, bloom simulator ? Well, GAMMA has only the ground textures, if you want the full thing, you need to download it on moddb and see the instructions there to install it

Honestly there is a big difference between 1440p and 4k. Its a night and day difference if you have a good 4k monitor. I came from 1440p and upgraded to 4k when the 3090 came out, there isnt a game I have tried to run at 4k that the 3090 couldnt handle, even gamma with basically maxed graphics (and grass) with aggressor is still 80-90fps.
