Started as Merc and wandered around dead city and went to AW and ran into no mutants until I went to rostok and encountered the dogs by the transition zone. Mutant pop factor is at default (0.5) before anyone asks.

Ok, a question then. I thought the rule of thumb was to have it installed as close as to the root directory as possible. If not on my secondary drive (The D drive) then where should I put it? Also, how would I go about backing up my save?

Start with like 300 or something, then every time you get busyhands randomly, reduce it by 200 more.
If the fix needs to be resistant to changes made by the installer make sure to also modify the alife.ltx file in \GAMMA\.Grok's Modpack Installer\G.A.M.M.A\modpack_addons\Turn this on if you stutter\gamedata\configs

If you get the bug on first load, try loading the same save again. It loads faster and is less likely to bug.

A full install will simply check every mod in the pack, reinstall and fix them, and any that need to be updated will be updated.
