The same thing happens to many people, I tried downloading the mod again and reinstalling it without the rain footsteps option, I used the debug to change the weather and the puddles appeared, then I reinstalled and activated the rain footsteps and it worked the same, try it and see if It works for you

now the puddles are gone again because I'm using zone reality, but it still works if I remove it

1. While in game, press F12, go inside Anomaly\appdata\screenshots. If the screenshot isn't there, look in your GAMMA RC3 folder, inside a folder called overwrite
2. Press PRTSC (Print Screen on your keyboard) open Paint, CTLR + V to paste the pic, save it, send it
3. Windows key + Shift + S, which let you choose what part of the screen you want to take, it will directly copy the pic for you.

1- download and install reshade app
2- find anomaly launcher DX 11
3- check all effects
4- download my reshade preset
5- drop it on C/Anomaly/bin
6- at mo2 search for Grass Tweaks (mod number 289)
7- reinstall the mod and check summer grass + summer trees
8- replace the mod
9- in game change grass density to max and grass size to 0.8
10- go to MCM sss settings and change grass shadows to ultra
11- run the game ✓

I know it's possible since they showed a demo in Dead Air back in 2019

but that mod has stopped development for a while now
