That's two very different issues with similar outcomes.

One's an issue with the country's censorship regulation (At least as I remember it, not well versed on German law), the other is a block that was meant for a poor corporate move that ended up getting a significant enough backlash that it was walked back and that block is no longer needed.

The ammo bug was removed, but by doing that they introduced an animation cancel speed reload trick.
The slowed down reload might be an attempt at offsetting the speed reloading using the animation cancel.
