I think the APHE fragmentation rework should also include the introduction of HE concussion damage where smaller shells can yellow, orange or red the crew, depending on the HE amount and distance of the crew member from the shell the moment it explodes (and perhaps the size of the tank's interior?).
Therefore there'd be a much more linear relationship between a shells size and it's effectiveness and APHE wouldn't be nerfed as much.
