I've set my target frame rate to 144 and it always dips a bit below. I have a 13900ks and a 3080ti which should be pretty nice but nevermind.
So I've started to run a real time video upscaling tool while I play and this keeps my framerate completely stable 100% at 144fps

if I turn the tool off it fluctuates around

maybe the hardware goes idle for a split second and that causes the dips in fps?
