Try lowering some settings and see if you have any changes. Tho 13th gen i9 should be able to handle it EASILY. From time to time i get this issue because my gpu is not being used to its max. Game use both and prioritise cpu. What makes 0 sense from this logic is its a F cpu so no integrated graphics.
