Is Rhythm Shooting input inconsistency an in-game issue, or user error?

Sometimes when I Rhythm Shoot, the game doesn't register the input of me flicking on the analog back up, and the result is a shot with Pro Stick timing. Is this just a con of using Rhythm shooting, or am I doing something incorrect? It's not happening every single play, but it isnt exactly rare as well.
