That also has to do with the consoles. Not sure if I could find i again but there was explanation somewhere that entire sections had to be redownloaded and replaced during updates for previous gens. Kind of related to how Payday support (for 1 and 2) was so bad (at least for xbox). They had to do large updates but the patches were to be limited in size back then. They kept adding to the patches and not being approved iirc.
