Samurai Jacks hitboxes are balanced out by his high endlag on whiff and his low kill power compared to most of the cast (he does have a few moves that hit like a truck, they're a bit stubby though)

If you really try you can make it work.

Side-b puts armor on any ally that touches the projectile while it's travelling.

So you can buff him up.

Nair/Fair/D-tilt are coded to deal with projectiles but they don't have armor or anything like that.

So I'm curious what you mean by priority?
Over half the roster has disjointed hitboxes, armor or some combo of both on certain attacks.
7/10 Steven shouldn't be beating anything out he's more likely just beating them to the punch.

How to beat agent smith as Steven

Agent Smith sucks at dealing with armor still.

So if you don't apporach, bubble camp and upspecial out of shield him he'll struggle to reliably get hits in.

He has a really good punish game with his loops, but so do you, and his lack of reliable projectiles, and short range on anything that isn't a gun. He'll be forced to get in range of your platform setups, and or steven bombs to get his gameplan started.
Moves like air down-b, dodge cancel jab are solid ways to whiff punish him, and nair/fair can work as counter pokes since they're bigger than most of his moveset.
Combined with Steven having a much better recovery, and having more reliable kill confirms/edge guards (just don't get hit by clone and you'll live to 130).
It's a bit of a war of attrition, but the odds should be in your favor.

Nair is his easiest starter to get, usually it’s just a simple nair - dair - up air conversion which can kill depending on stage and di etc

Grounded shield surf gets him the most payoff but post nerf it can be tricky to land as it’s range is tiny, after sliding through an opponent it pops them up leading to turn around jump dair which combos into nair, you can then double jump or dodge attack with another dair to keep it going, grounded shield slide is also another way of getting a reliable kill setup. On stages with low blast zones surf confirms into a quick jump up air confirm leading to kills.

Finally a niche but useful one, jab 1 can be jumped out of very early so you can actually jab, jump nair (ground bounce) into an up air but hitting jab is obviously very tough and the timing can be tight but thought I should mention it.

A couple choices
Most Stevens like to release on reaction so if you dash in with a button you can smack him before he can react.
There is a certain sweetspot where around right after middle charge you can input a directional dodge and regardless of when the Steven releases it you'll dodge it.
Recognizing this is pretty hard until you get a feel for the character so you can also just dodge away if you see him charging it.

And then whiff punish.

It's fairly laggy nowadays so if you're somewhat close to him and it misses then you can more reliably hit em.

If none of that works.

You can armor it for free.

It's only one hit lol, and barely anyone runs Armor Crush cause of this thing called opportunity cost so you're good 9 times out of 10.
