I think the problem with Rick is that all his moveset are abilities that barely interact between each other and is a character with a lot of things that just not combo as you would expect. So many Rick players to the same thing over and over and claim to be the best because that's the only good potential he has.
Rick should have a list a passive or extra abilities when other are a Cooldown, he doesn't feels like the "unstoppable mad scientist always prepare", because his gadgets are too limited.
And Rick in the series don't rely in portals that much to actually be a decent opponent.
Is just a messy character with a lot things that barely combo between each other. And doing a TRUE Rick setup is so difficulty that the reward doesn't even bares that.
It is like in the time that Rick was released their rush their moveset so fast that it barely test if the abilities could work between each other.
They just said "Let's just give him a lot of projectiles, players will figure out somehow combos using portals."
The combo with portal in question: Jab, portal, up tilt, jump, down, tilt.

There is really nothing else to it asides from doing it out of feel
And you need a really good feel for it, because you need to start charging uptilt immediately, so you gotta trust that it lands.
