I think scarecrow would work really well as an assassin who has some of his moves inject his opponents with fear gas as a mechanic, and if that meter gets full, he becomes scarebeast and becomes a tank that becomes scary to the opponent in a Meta sense where he has a bunch of moves that spook people into doing predictable things like panic air dodging, which he can punish very well, kind of like ganondorf but actually good.
