1. Malenia herself (along with Gideon and Ranni) state that Miquella was the most powerful of the Empyrians. These are two Empyrians and a dude called the "All-Knowing" stating that Miquella was better than them.
2. When Malenia was fighting Radahn, he was purposefully holding back while she went all in blasting the place with Scarlet Rot and using her Scarlet Flower. After playing the game we find out Radahn could rain down meteors from the sky if he wanted.
3. Radahn is called "the strongest of the demi-gods." I think this point speaks for itself.

Honestly, if you want to put him below Rykard, FG, and Ranni I have no problem. I can see that happening. However, he has an extremely wide variety of spells for almost every situation and he is able to heal himself too. In addition to being considerably "smart" which should count for something.

Additionally when you say Rykard should be higher you need to keep in mind that not a single person in that tier list is actually weak. These are all extremely powerful characters and are placed in relation to one another. A tier is composed of very story people similar to how B is composed of very strong people... (maybe Godrick but I did not feel like making a tier exclusively for him since there aren't enough characters).

Blood caster, arcane and a little faith. Use the Reduvia for the ranged pew pew blood weapon art and it’s quick melee attacks and the dragon communion seal (for arc scaling) with the various blood incantations. It’s a pretty decent mid range hybrid caster staying pretty close to the enemies for your bloodflame talons, which, by the way, true combos into catch flame in pvp .

It’s also worth tossing some other fire incantations such as Whirl O Flame for when you want to keep enemies at bay, and they work well with bloodflame spells because they both deal fire damage and will e boosted by the flame scorpion charm
