It's just about balancing stats, Tome gives a lot of DMG% and there aren't many sources of strong HP buffs, so with Tome the gap between HP and Hydro goblet is smaller than with other weapons

"Need" is a strong word but Zhongli is good with him, since he offers a strong shield with a duration that lasts through your entire rotation (allowing you to do 4/5 consecutive charged attacks on Lyney without being interrupted/dying)

Bennett is the key support with Lyney that you can't afford to drop
