well 180 wishes would be the max amount you'd need but the chance you'd be in this situation is incredibly slim. around 160 wishes is generally enough to reasonably guarantee a character

+1 ER roll increases my raiden's damage by ~1.35% and +1 cr roll by ~2.77% (and this is like 3 ER rolls vs 0.25 cr rolls)

it's honestly not bad, probably the best you can do with aqua and no cons, you have a fair amount of HP subs. I know sometimes with aqua people use HP circlets but it needs to have pretty godly CRIT substats to be worth it, and you can't afford to lose CR tbh.
Leveling her would give you the most improvement

10% hp bonus gives you 1500 hp.
On the other hand, A flat +500 hp just gives you that.

Percentage gives you more stats than some flat stats. That also applies on Base ATK as ATK% buffs will get more value as there are more Base ATK.

You can get +20% hp substats, and you’ll see that it has more value than flat HP
