Yes, agreed but on the other hand, it makes the game a bit more divers, so you have to search for one resource a little bit. I setup a scanner room in twisty bridges and thermal spires and you get a significant amount of lead that way. But agreed, not as simple as drilling ore deposits. Maybe instead of having all those ||drillable kyanite in cristal cavern crevice, they could have put some lead there instead||.

I'm sure the Devs wanted there to be a different 'balance' in sector zero, but this is one reason I tend to stay away from nuclear power ... On the other hand there's thermal sources alot closer to the surface, so the thermal plants are alot more handy here

The only pitty is that you have to dispose the empty rods. Thats a waste of resource 😦
But honestly, after such a long time playing, there is no problem using command to spawn in more resource, when needed.
