You need to go to the tower and climb up the ladder

Well you need to repair the bridge, run through the arctic spires until you see a ladder. Climb on top of it and there's gonna be a second ladder, once you are on top, there should be an entrance to a cave, inside the cave will be a precursor teleporter. when you activate it, it will lead to the teleporter at phi base. But you don't want to activate it. You need to walk past it and there will be a hallway that will lead to one of the precursor gravity elevators. Once you get down, there will be a jukebox disc on the stairs. You will see a dock leading in the water. Jump in with your seaglide and swim to the end of the water tunnel. At the end you will find the ice entrance, and will be able to cut it with the laser cutter.
