When playing custom mode with vegan option enabled, creepvine seed clusters are main early game water source. Note that they don't spoil. Same for shrub nuts; even though it's 4 inventory slots, they don't rot and when you eat you get that inventory space for loot.

They are all in the same area, I find that swimming in one direction around the edge of that deep area will usually find them all.
Also swim along the bottom, then up a bit higher.
Your scanner room may not be deep enough or close enough to that area to pick them up?

I just realized how small the module are in height.
Actually, according to my calculations, one "module" of seabase is 3,5m tall.
30 vertical connector segments have depth difference of 105 meters. Each vertical segment takes whole module height. So 105/30 = 3.5m.
The actual module hitbox will be smaller, 2,5-3m because of the free space between them.
There is no particular reason I have made this calculation.

So the factors I take into account when making a base are:
The view: does it look cool? Do I want to live in this biome, does it interest me? (You might not care about this aspect, so up to you)
Location: Is it close to important spots and areas I want to visit frequently (you don't want to have to make super long trips often)
Resources: Are resources easy to find and am I able to get all the types I need easily enough (Not all biomes have everything, but are you close enough that getting any certain resource isn't that bad/are the basic resources plentiful enough)
Also keep in mind the danger aspect, unless there are other reasons, you shouldn't live in a super dangerous spot unless you're able to avoid threats there, use caution and be prepared.
Because I wanted to cover as much as possible.
