I build a base on a floating lilypad rock close to the surface and also another base on top of a lilypad above water. Both are stunning. But for an early game base I would stick to something more central like delta island or the border of twisty bridges and arctic kelp caves or so. I usually build my first big base close to the drop pod because by then I know all the locations and path from that spot very well. But after a while I started building bases in all biomes just for fun.
