That is up to you. I think for the main story it is not necessary, but once you done and want to find all the secrets I used a map too.
I would suggest that you craft a lot of beacons and mark all the interesting points you discover, so once you find something you can eaily go there again

Seatruck runs on batteries too, so it makes no sense to charge it from there. You can swap the batteries if you like.

the cockpit has to be waterproof anyway but that is not what's going to stop the water to enter the vehicle

this should be changed for underwater habitats too because of the same reason
if you open a hatch from above or sides the water will get in and your day will be ruined

Its either colliding with an obstacle (highlighted in yellow) or you do not connect it to the right spot. Also, you can only connect multipurpose rooms via tubes, not directly.

In my save game, all alterra boxes are closed and filled with items (water bottles, flares, food block), all the data boxes are closed with blueprint inside and all PDAs are there too, but I cannot pick them up. Correct, I did not find anything in east arctic, but twisty bridges gave me back A LOT of resources that I already gathered previously. Also all the PDAs in Twisty respawned but I cannot pick them up anymore. Also Databoxes in Omega Lab and Resources in Deep Lilypad. That's what I noted so far.

You could use the cold suit.
If you finish Marguerit's storyline, you'll get a recipe that uses the pepper as an ingredient, which is more effective as well.
Also, you can use a vehicle.
The snowfox has a heated saddle apparently. The prawn is better though.

Also caves keep you warm, so try to find a cave now and then. Otherwise, cold suit, hot coffee in thermos, snow fox or prawn, also hot springs or geysirs give back heat and of course the absolutely magnificent spicy fuit salad!!!

There is a strong hint in the very first PDA message you got when entering the drop pod. It suggests that you look for Delta Island. But there is a lot to explore, so make bigger and bigger (and deeper and deeper) excursions from your drop pod location.

Do you mean crystalline sulfur? This you find either in purple vents or in crash fish nests (the fish that attacks you when you enter a sea monkey cave, you have to find the nest it came from and there is a chance to find sulfur). Also some are in the hot pools on land delta island and in the cave system there.
