as for the effect of the PDA speaker, it's very easy

in audacity:

1. add a new track and duplicate the sound to that
2. invert the second track
3. select both tracks and do high pass filter with 250hz and roll off of 6 db
4. apply echo to both tracks with 0.002 delay and 0.75 decay

Resulting Sound:

this is not the exact settings (as we don't know what audio filters UWE actually used) but it's a very close effect
