A good portion of the game can still be put on the disc, or even the entire thing depending on the game
It's gonna include a license to download additional content and for drm but the disc is still transferrable

Honestly when the game releases next Thursday I'm gonna have to do something rather silly
I have 2 pcs, 14kms apart, one has 300Mbps internet, another has 1000Mbps
During the week I have access to the one with 1000Mbps, I'll end up downloading it on that, and I'll put it on a usb drive to move it to my main pc to speed up steam's download (if steam finds the game files on disk it'll only do validation without downloading everything again)
