Technically its a bit more complicated than that but it effectively is
It had a public release for the legacy build but after Living Large it (as well as every other mod) had to be majorly readjusted to still work, they still havent done a public release of the Post-Living Large build but its avaliable as a donations reward iirc

The game's balanced around having to coexist with and evade leviathans, killing them breaks that balance and in the first two games it's a slog since they aren't designed to actually be fought
