Scanner room if built on it's own doesn't have entrance. You need to build hatch to it, or connect to the rest of your base. It has two possible points for connection.

Have you tried rotating the scanner room? It has 4 sides, but only 2 of them can create connections. Also make sure there are no lockers or other stuff on or close the wall where you are trying to connect.

Vehicle lights don't use power, but the vehicle needs to have power for lights to work. (Exception is cyclops red indoor light, as that means you have silent running on and it will use a lot of energy)
