Why would you build ontop of wrecks?

Cuz I placed a regular compartment near the wreck, and it didn't disappear, I can't put it inside cuz it's in yellow and won't let me

There's a glitch, where you make the wreck despawn when you build something inside it, and you can thus access what's inside very easily

If you use modded there’s mods that remove the limits for building (like not letting you build inside terrain and stuff) and it still works with it

Yes, and you can also brink extra power cells, and upgrade to ion power cells when you can; should last you a while. As an emergency backup plan, you could also carry ingredients with you for a multipurpose room, hatch, bio reactor (in case too deep for sunlight), and power cell charger. Then just pull up somewhere to charge everything up.
