Battery charger fragments are in grassy plateaus wrecks. Same wrecks can also have modification station fragments, which can also be found in mushroom forest and sparse reef

Gas Torpedoes are quite expensive and all they do is deal a bit of damage to trigger the flee response (sometimes). The damage heals back shortly.
