Two reasons that come to mind: do you have biofuel inside both bioreactors (power value seems to be one full bioreactor, one full solar panel and one empty bioreactor)? Or are you using power at the rate bioreactor can produce (for example water filtration machine uses energy slightly faster than bioreactor produces, so you may flick between 574 and 575)

It's fairly niche considering you can just turn off the cyclops to be safe
