Cyclops lights (or other vehicle lights as well) do not use power (but need the vehicle to be powered)
Cyclops engine on or off doesn't directly affect energy usage. Even with engine on energy is only used when moving with cyclops

Note that for example silent running uses energy whenever it's on, even with engine off. Same for sonar, shield etc

Cyclops engine on or off affects whether you can move with it or not

Some things I’ve noticed regarding physics in the first subnautica game:

• the larege (or close) moon somehow not creating massive waves
• large creatures being able to thrive in this planet, possibly due to the said moon reducing gravity on 4546b
• 4546b is also a much smaller planet, which allows for less gravitational pull (again, allows larger creatures)
  ⬆️|| the Neptune escape rocket leaves the planet significantly faster than what our space shuttle does, again pointing to a smaller planet (+less gravitational pull)||

Yes, if there is enough room. Containment in multipurpose room has space for 10 fish, in large room it's 18. Those are per floor if you stack containments. Each fish uses up space equal to their width in inventory (3x3 stalker uses 3 space)

Once you reach or exceed the limit, fish stop reproducing, but they are otherwise unaffected
