Go to your Servers files from the Feather Launcher by clicking the settings icon. Look for a file called server.properties and right click on it, then open it with notepad just once.

From there, look for enable-command-block=false, replace false with true. Save the notepad, then restart your server!

Seems like the issues are with nova_structures tectonic and probably would need patchouli. Try removing these mods and adding patchouli.
