I'd be willing to go even lower. The current issue is mostly about people not receiving reacts in-game equal to the emojis received in the channel. This could be some system issue, or users just spam reacting without doing so in-game. There's also the issue of unsolicited DMs asking for reacts. I'm leaning towards a chat channel, where people can just talk it out on their own.

I think a big problem also stems from not knowing the logistics of when votes push. Is it per week? Per day? Why do our votes swap when we don't see where we vote?
