You have to finish a bit of the main quest and then the candlelight quest shows up in the mailbox. That's what gives you the tree.

@tawdry patrol BTW, I found the "walk along the wall" spot I was talking about. From the Aqueduct passage, on the South side of the wall, climb those rocks, to the East. Far side of them, it's possible to scoot along the marble, for a few metres. At the farthest you can really go, it' super easy to "see inside the wall". There's no real purpose to any of this; I just find it interesting to go exploring
