theres no reason to. adoption of 1.21 isn't popular. hypixel didn't even publish what version they were gonna use. for us it changed from like 1.17 to 1.19 to 1.20 to 1.21.4 to 1.21.5. each version has major changes so if we make it for one version and then suddenly it switches it causes a headache.

Is the mod actually safe? I downloaded the latest 1.11.0 on Github (updating my old Skytils) and tried to scans through the rat scanner bot. It shown that the mod is unsafe

Why does isthisarat.com / [insert RAT checker here] say Skytils is a RAT?
Basically, these checkers are extremely unreliable and work using AI and/or extremely basic checks that have a high false positive rate. Completely innocent things like the mod's code containing ".exe" anywhere, a function name being too long, or any mention of Discord trip the checker.

The way these checkers keep up the pretense of working is generally by explicitly whitelisting known good versions of a few mods that would otherwise be flagged as a RAT too.

There isn't really a reliable way for an average user with little to no programming knowledge to check if something is a RATs, you basically have to be careful to use trusted sources, or ask a trusted friend, etc.
