I would level the Crit Rate circlet right away

It doesn't matter how bad it turns out to be; it's a quick fix to your ratio

And Elemental Mastery is actually really desirable on Tao

Hu Tao has a few general stats that she likes, those namely being Crit Rate/Dmg >= EM (More prevalent the less you have, but not an issue with DB) > ER > HP%

If you see a piece with two or three good subs, I would give it a go

Vel already gave you the pieces to farm earlier, though you probably want an HP Sands ideally since you're on DB already

if you level them all up and have low em, go EM sands, or else just go hp sands

or you have hp sands but have EM substats, thats good too
