The nails were said to be the method used by Phanes to suppress potential rebellion or something. According to the flower of life artifact (from goddess of flower), his people doubted him specially the seelies. Seelies were exiled from celestia and were turned into tiny floating elemental beings that you see scattered around teyvat. The second who came did this to make Phanes look unreliable or something. This causes many doubts not only to the seelies but to all teyvat citizens. Hence, Phanes tried fixing the problem by killing or placing nails on the people who question him. Anyone. The goodess of flowers was the only seelie that was able to retain her human form. It's said in the last paragraph that she is a partner of king deshret and that her warnings were ignored by the desert king as he wants to talk to celestia or question it... Kinda. The goddess of flower cried as they talk underneath the moonlight in the desert. King deshret then told his true desires.. for the world i think (his desires were not mentioned) which was the forbidden knowledge that nobody still know. In the end, his plan failed and caused the mass spread of the forbidden knowledge. This all happened during the archon war.
