given that some people are withdrawing their spots from movement elsewhere and they theoretical will have some opening

if they will have some openings and they want to fill them, then they will accept people off the waitlist before sending the mass rejection, or in the same wave as the mass rejection

the appeals process is meant to be used by people who have "new and compelling academic information that was not presented in their original application", and even then, successful appeals are rarely heard of
