You have to decide on a college to apply to, but you can do any major within that college later (you could also transfer to a different college after the first year, except for Wharton which is very competitive for internal-transfers).

Yes, but no internal transfer is guaranteed. That being said, most of them aren't that competitive with the exception of transferring to Wharton.

The acceptance rates are decently similar, but IMO, yes. Penn isn't known for CAS but its Wharton school is #1. That being said you can't game the system by applying to CAS because CAS -> Wharton internal transfers are very competitive

Ngl, I kind of regret not applying to Columbia as it seems more STEM oriented and the location is better for internships(particularly in Quant), but it isn't a big deal.

Yeah, the other thing I didn't mention was that Penn has more of a party/frat nature which I'm not interested in. I've heard multiple people say its culture is kind of anti-nerd; I hope that isn't true.
