Me: ^^, it really depends on what your definition of social is, what exactly you're looking for, and who you surround yourself with. All of my current friends are friends that I've made through dorming, clubs, and my own participation of events. Don't expect friends to naturally come your way.

Parties and rave culture is existent but sparse to those who don't look for it. There's plenty of social clubs and hobby clubs. If you have more specific questions, you can ask me. Make sure to reply to this or ping me though

When I applied for dorms, I was given a priority list

and I was allowed to rank the housings to my priority

I'm assuming it's still the same

You shouldn't be able to explicitly select a certain housing, but you should definitely be able to select a preference for which dorm (mesa or ME) and then rank those housing options
