Well I mean you applied in March so I don't think complaining would do much because it's rolling, but as rogue said you could politely request it to be reviewed in a timely manner since you need to make your decision to enroll in a college as soon as possible

Switching majors in the college of engineering is pretty simple, especially since you will be starting as a premajor
You could request a change of major before the offer but they might say that you can do it after you accepted

I'd say there wouldn't be a difference, changing majors especially before starting classes is fairly easy
I'd think you'd just have to talk to your advisor to change it, which you'll do at new student orientation

Yep, applications are still open since it's rolling admissions until about mid July. Im not sure if you can get to main campus though since it's past the initial enrollment date
For the past few years main campus is overenrolled, maybe this year it is not.

To students still looking for colleges, Penn State applications are still open on a rolling admissions basis, with applications closing sometime in July(check the website). Be smart when scheduling, you'll have to compromise in some parts(probably early classes), and if a certain class is full, don't sweat it, you'll very likely be able to take it next semester, or find it during the regular add/drop period, just talk w/ your advisor. Hmm, sorry to hear about that. Id just wait and see, maybe after a month has passed since you submitted you can email admissions.
Unfortunately I feel like it is unlikely university Park would be available at this point.. students are already attending new student orientation at UP and the priority housing and food contract deadline has likely passed
