FYI Online was supposed to sunset a good while back. Teams kept pushing it off (because they were working with Xbox to get it on BC). The fact the announcement went out (which is required by law - it's mentioned in our Terms and Conditions) when it hit BC was.. super unfortunate but not completely avoidable.

Anyways, game development is like cooking. Develop the game too quickly and it comes out undercooked. Develop a game for too long and it's burnt and not fun to play. Develop for just the right amount of time and the game has a 95% chance on coming out good.

Actually, most DLC is sorta planned, but it's all dependent on the attraction of the playerbase if it's made or released.
With games in Live Service development (like the popular FPS games, Fortnite, etc.), they have roadmaps and are constantly working on new content.
10-15 years ago, they would have had plans for additional content for games, but it depends on the DAU (daily active users) numbers on if/when it will drop. (this isn't specific to skate. or even EA games, but industry wide). With the shift to ongoing games, the formula has changed so that they have ideas and plans for content they want to drop over the next 2-4 quarters (in a year), but usually it's not started being built until the base game launches.
Because what you don't want, as noted by you (or someone above) is folks getting bored with current content and moving off to other titles before you can get the next expansion, map, mode, etc. (whatever the game is) out. It's easier to keep players interested than to re-interest folks that are gone.
(Just my observations over 30 years of gaming and 11 in the industry.)
