That sounds like an internet issue from the sounds of it, but it's hard telling for sure. You certainly don't need PS+ to play the game. I would try either rebooting your system or clearing network settings/ set them up again.

EQ’s are important because No 2 pieces of hardware sound the same and the SAME hardware can sound wildly different from head to head because of placement, ear shape, inner ear tube layout, etc.

Agreed to some extent. If I can position my hardware around me perfectly, my EQ is going to be much much lighter, but that’s also dependent on what kind of natural frequency response each speaker is producing.

If my tweeter and subwoofer are fantastic and have great frequency response responses, but my standard woofer is too heavy in the high mids and the vocals are pulled back because of it, then I’ll still need to throw an EQ on there to fix that.

EQ is a compensation, u lower the volume of certain bands to make the latter more prominent, its counter intuitive esp if ur increasing db of a band... e.g. you increase bass but at the cost of ur mids and highs

Still think that with all the stuff wrong with the direction of this game one of the greatest things it does get right is the feeling of a real life skate session.
