i know that some ppl tends to buy land which is adjacent to some higher tier lands. It is bc they want to sell the land later on to some wales which wants to build mega-citys.

The region is important for illuvial skins blueprints. So there are price differences from that i guess.

I dont know much about the plots itself and the value behind it. You can google illuvialmaster and find some infos about that.
