This can only be sustainable when mainstream players join which don't look for quick cash and moon. People which simply really enjoy and want to hunt down everything and are willing to spend money for it. No these are fees that you would pay each time you want to travel to a higher tier region. Once you travel to the region, you explore and decide how you want to spend your energy. Then when you run out of energy and leave the region, you'll need to pay the travel fee to go back again (or you can travel to the Tier 0 regions for free)

When you travel to a region, you have a certain amount of energy. Rangers can use that energy for various actions, including scanning, gathering, battle etc. In theory, you can even capture more than one Illuvial per travel, but using your energy wisely and thus optimizing your spoils per travel will make a massive difference between good and less good players.
