It all depends on what team you want to run, but there are some strong T1's. Atlas/Axon/Axodon is pretty good for a tank, and a lot of people like using Gyro

You can find higher tier iluvials in stage 1 though, it isn't restricted to tier 1 items. Can even find T5 in there, although its rare.

Stages 2 and 3 just have higher amounts of higher tiers.

If you do a mining run on Tier 1, you should get a good amount of those and some higher tier ones. You need to refine them though, which takes more fuel before you can use them.

check token trove for what is selling for what prices, there is tab Illuvials and there pick activity, that will give you the idea on what illuvials sell well, on top of that you should only capture illuvials with good relevant stats as far as low tier illuvials, you can see illivial stats in battle before you start it

guys. is there any calculation for stats when we fuse illuvials? when I tried fusing, most of the time the stats were different or not what I was expecting to get. like for example I fuse 3 rota with 3 max stats each and I get a revo with only two max stats.
