It has never been the case that free players would be able to capture or mine t1-5 stuff without paying. What he said was that early on, you could capture T0 stuff and sell it to people that didn't want to spend time levelling them up. In that sense, you could work your way up.

Energy is within each travel cycle. So you travel, and you get 5k energy to spend within that travel cycle. To engage in a travel cycle, you use Fuel. Each stage costs a different amount.
