Hey there— the way I understand it, there will be Balancer pools for each of the fuel tokens which will all be paired with ETH.

When a player in the Overworld spends their ETH on fuel to pay their travel fees, that ETH goes into the Balancer pool, and the player effectively removes the corresponding fuel from that pool.

Now on the other side of that, Landowners who produce that fuel can immediately sell it into the pool and receive some of the ETH that is in there. Collectively, all the landowners selling their fuel would extract up to 5% of the ETH in that fuel’s balancer pool… assuming they’re all actively farming/selling.
