Can someone please explain how the not free to play version works please . So free to play gets you tier 0 I understand. How does it work after that ? Do you pay eth or ILV for access to the other tiers or how does it work ?

We don't know the specifics (cost, etc.), but the idea is that you'll pay some amount of Fuel (which you can buy with ETH) or sILV2 to engage in paid travel cycles. During those cycles you'll have a chance to encounter T1+ Illuvials and capture them, or gather higher level resources.

You don't use ILV to pay for gameplay at all.
