Actually there aren't 10mio anymore, if you stake the token, you can chose to get the reward either in ilv or in silv2. If you choose to take silv2, the equivalent in ilv gets burned

So for every 1 silv2 gets minted, 1 ilv gets burned. As far as i understood.

Like i said above u can craft skins, or just harvest fuel and use it for yourself. There are 3 different type of fuel. Dyor it is hard to explain here maybe mods have command for it too. Of course its good idea to buy land or ilv. Land produces fuel and with ilv u can earn ilv. Or silv2 as a reward. Silv2 also serves as an ingame currency. Dyor before doing something.
