Equip a weapon in your weapon slot. Then you can use the ability in the overworld which will help you catch them. I use a tier 1 earth gladius and have zero issue capturing illuvials fyi

You can see them walking around in holo skins. Though some are not yet updated that you cant see icon of them as holo when they run. Others you can easily identify seeing them and with their icons. Even during battle they have holo skins. But again, not yet all.
