This is incorrect. Multiplayer does not need to be added from the start. Many games start as single player games and adapt into multiplayer.

I have a feeling the multiplayer framework is there considering they are doing companions. Which is in essence having two “avatars” casting and doing things at the same time. Again not multiplayer but the framework is probably there

Multiplayer generally has to be there from the start. Or the games structure has to be rebuilt for multplayer. Because suddenly you have 'two players' but if it's built as a single player they only have one player to worry about. On top of that there's a ton of extra logic surrounding waiting for and receiving data from the internet. Cause online you wanna do some things on server side so it's not easily hackable or whatnot.

Unreal engine 4 does have networking technology. So it's safe to say they 'have' the technology. It's more that it's unlikely that they have made everything with that framework in mind, everything needs to sync up which can be hard to do. Small things like sleeping to progress time is suddenly no longer possible, etc

For Hogwarts Legacy that might be something like Quidditch, where you can join a quidditch match. In this case, minor details such as these are irrelevant because they aren't part of the gameplay loop for multiplayer
